  11.            1992 PRESIDENTIAL ELECTION TURNOUT LARGEST

  13.                IN 20 YEARS, CENSUS BUREAU REPORTS

  16.      A new report from the Commerce Department's Census Bureau 
  17.  
  18. shows that voter turnout for the presidential election of 
  19.  
  20. 1992 was the largest since 1972.  Jerry Jennings, author of
  21.  
  22. Voting and Registration in the Election of November, 
  23.  
  24. 1992 (P20-466), says "61 percent of the voting-age population 
  25.  
  26. said that they went to the polls in 1992, the highest turnout 
  27.  
  28. recorded in the Current Population Survey since the elections of 
  29.  
  30. 1972 (63 percent)."  Furthermore, the 1992 turnout rate was 
  31.  
  32. 4 percentage points higher than in 1988 (57 percent), which was
  33.  
  34. the lowest turnout recorded in the CPS since the survey on voting
  35.  
  36. and registration first began in 1964.  Jennings continues by
  37.  
  38. speculating that, "The 1992 election may be the beginning of a
  39.  
  40. reversal in the declining voter turnout of the past three 
  41.  
  42. decades."  In total, approximately 114 million people voted in
  43.  
  44. 1992, compared with 86 million in 1972.

  51.      Jennings' report also shows an increase in new registrations
  52.                                 
  53. before the 1992 election.  He said, "All of the increase
  54.  
  55. occurred among voters under 45 years of age.  Registration among
  56.  
  57. 18 to 24 year olds increased from 48 to 53 percent.  For 25 to
  58.  
  59. 44 year olds, registration increased from 63 to 65 percent."

  61.      When broken down by racial and ethnic groups:
  62.  
  63.          Black voter turnout increased slightly from 52 percent
  64.           
  65.           in 1988 to 54 percent in 1992.
  66.  
  67.          White voter turnout was up slightly; 64 percent versus
  68.  
  69.           59 percent in 1988.
  70.  
  71.          Hispanic voter turnout among all Hispanics 18 and older
  72.  
  73.           remained unchanged at 29 percent.  However, among those
  74.  
  75.           who are both age- and citizenship-eligible, 48 percent 
  76.  
  77.           of Hispanics voted in 1992.

  79.          Asian and Pacific Islander voter turnout was recorded 
  80.  
  81.           for the first time at 27 percent.  As with Hispanics,
  82.  
  83.           if you count only Asian's and Pacific Islander's who
  84.           
  85.           are both citizens and 18 or older, then 50 percent of 
  86.  
  87.           this eligible group voted.

  89.      In total, about 66 percent of the nation's 18-plus citizens
  90.  
  91. voted.
